- incendiary tips are likely "tracer rounds" - people don't use them because of the fire hazard (and they are illegal)
- they aren't heat seeking, they cast light so you can see them travel
- they could be used for hunting (it's no more/less lethal)
- they might cauterize the hole they make, but they're not "cooking" the animal
