This quote is often attributed to Teddy Roosevelt or Winston Churchill, and it fits their pithy personalities. But it's not them or Mark Twain, Ronald Reagan, and so on. It was popularized in a Rush Limbaugh promotional email in the 1990's, but while it's hard to find written evidence of it before that, it seems to have been in the lexicon a lot more than the 90's.
